The CER guide to the draft EU constitution

EU governments begin negotiations over the proposed EU constitution on October 4. The Inter-governmental conference (IGC) looks set to expose deep divisions between big countries and small, old and new members and between the integrationist and more sceptical countries. Throughout the IGC, the CER will provide analysis of key issues such as the proposed creation of a Council president and EU 'foreign minister', the reform of the Commission and the battle over voting weights and the extension of qualified majority voting.
